Essay / The parliamentary system is a system of democratic governance in which the executive and legislative branches of government are closely linked and are collectively headed by a Prime Minister who must have demonstrated competence and ability, chosen from among the members of his party. However, the Philippines is currently under presidential rule, also a democratic but republican system of governance, this time headed by a president, and in which there is a separation of powers between the executive and the legislature. In the presidential system, citizens have the collective power to vote for president. On the one hand, the similarities between the two systems can be summed up in one word: democracy. This involves the basic norms of freedom of expression, competitive elections that determine who will hold political power, and certain limits on the exercise of power or authority (16). Of course, the systems also have their differences. First of all, parliamentary systems are decisive while presidential systems are decisive. The parliamentarian favors a likely more institutionalized style of politics and policymaking, centered on his or her political parties, while presidentialism favors a more personalized and free-floating style of leadership, centered on individual politicians and smaller organizational entities and less established (17). although the presidential system is more likely to survive emergencies such as wars and calamities (8), act more quickly and become less constrained (11) due to the separation of powers and its direct mandate of the people, the effects of the system for the country turn out to be the opposite of its supposed benefits. For what? Because the reasons for its... middle of paper ......ol everyone all the time. But they can ridicule the people – they can ridicule themselves – for at least four years” (15). This is why it is important to change the system: people are slowly absorbed into the system. It is important to first have an effective system, such as the parliamentary system, because the government will play a vital role in the country and even a more central and dominant role. There will be an emanation from the executive: initiation into policy development, since this is fundamentally the objective of the parliamentary government system: to be more involved in the development and implementation of policies (24 ). For this reason, many countries are also wondering if they will move to a parliamentary type of government (6), as many first world countries, such as Australia, Canada, Japan and Singapore, use this today. system type. (23).
