    INTRODUCTIONIn the global economy, poverty issues have been at the center of nations' development goals for some time. Poor nations are eager to escape poverty; Rich countries are developing social protection strategies to improve the quality of life of their populations. Poverty has been defined in many ways by several researchers, but there seems to be a general consensus that poverty is a multidimensional phenomenon. According to (Narayan and Petesch 2002), poverty is considered as the lack of financial capacity to meet basic needs such as food, clothing, shelter, as well as lack of access to education, health care and security. While some schools of thought reflect poverty from an absolute point of view and conclude that it is possible to define the basic needs of the generic individual, regardless of their physical situation in the world, on the basis of the level of minimum life and its physiological needs for water, clothing and shelter. (Satterthwaite 2003). Others have conceived of poverty in relative terms to a generally accepted standard of living in a specific society at a given time (Gray and Moseley 2005). The different views of poverty by different researchers are considered based on the development of various economies, but in this discussion the focus will be on chronic micro-poverty of individuals and households and how they persist in the developing country (Nigeria). Chronic micro-poverty includes individuals and households within society who have little or no prospects for economic and social mobility and who are structurally constrained by the social relations that produce poverty effects.
