Traditional public administration dates back to the works of scholars such as Max Weber, Woodrow Wilson and Fredrick Taylor. This form of administration was mainly influenced by Max Weber with his bureaucratic model and theory. Max Weber was a well-known sociologist born in Germany in 1864. He proposed his bureaucratic model in an attempt to improve management in organizations. a system of control in which policy is set at the top and implemented by a series of offices, in which each manager and employee must report to and be held accountable by a person in senior management” (Pfiffner, 2004, p. 1).He encouraged that every manager be responsible for everything that happens in their office and that everyone should have a superior to whom they report. Organizations had a system of rules and regulations that they had to follow for as long as they were in those organizations. When joining an organization, employees were told how they should behave in the organization and what was expected of them. Woodrow Wilson established the theory of the politics-administration dichotomy. His argument was that there should be a separation between politics and public administration.
