Brooks states: “Advocates of the planner circumvent the universally recognized lack of public interest by focusing on the values of the subunit of the community as a whole” (p. 109) . My question is: why is it wrong to plan this way? He said that within the same communities and neighborhoods, people do not share or have the same value when it comes to planning. Therefore, I think it will be more effective for planners to focus on the values of subunits of a large community, because it is easier. Additionally, communities and neighborhoods will have their own special interest group that represents them. I disagree with Brooks when he criticizes the theory of incrementalism because it only favors people who have a lot of political power while it does a disservice to people without political power and that it does a disservice to people without political power. people with political power will use their power to block policies that favor the poor. There is some truth to a certain extent. however, people with less political power who come together possess greater collective social power than a citizen or corporation with great political power.
