On October 20, 1917, the United States Army's oldest active testing ground was established in Aberdeen, Maryland. Chemical weapons were developed on these grounds and the US military used the Aberdeen Proving Ground to develop, test, store and dispose of chemical weapons. Three chemical engineers named Carl Gepp, William Dee and Robert Lentz, who held high-level management positions at the Aberdeen Proving Ground, would eventually become notorious as the Aberdeen Three. In 1976, the Resource Conservation Recovery Act was passed. This act is one of the primary federal laws in the United States that governs the disposal of solid and hazardous waste. The law also creates criminal liability for anyone who knowingly handles hazardous waste without a RCRA permit. The Aberdeen Proving Grounds have complied with RCRA regulations and have obtained a permit for the management of hazardous waste at the proving grounds; however, only three separate areas in Aberdeen were designated for hazardous waste storage under this permit, and it did not authorize the storage, treatment or disposal of hazardous waste at the pilot plant or at the The former pilot plant where the three engineers worked. In 1982 Aberdeen announced a regulation called APG 200-2. The procedure was simple. Managers were required to report all waste considered toxic, carcinogenic, caustic, flammable or reactive and were required to complete a form known as a hard card. Once the physical map was received, designated organizations in Aberdeen were responsible for transporting hazardous waste to authorized storage areas. The APG 200-2 regulation was both precise and extremely thorough.
