Many erroneous interpretations of the law have distorted public opinion. Many people did not understand the impact the ACA would have on employers and the coverage they would be required to provide. Companies that employ more than 50 employees are required to provide coverage and contribute to the costs or pay fees; however, they are eligible for the Small Business Health Options Program (SHOP) and receive tax breaks to help cover costs (Reisman, 2015). Another common misconception was that the ACA would provide illegal immigrants with the opportunity to receive health care. The ACA excludes undocumented immigrants from these new coverage options and provides reduced benefits to those legally present (Shaffer, 2013).
