    2. IntroductionThe main goal of this article is to identify possible ways of development of mobile banking services in the open joint stock company “MTS-Bank” (MTS-Bank) that thwart the achievement of the retail business strategy. MTS-Bank is a Russian private bank and was established in 1993 as a corporate bank for the joint stock financial company “Sistema” (“Sistema”). Sistema is the main shareholder of MTS-Bank. Sistema is the largest publicly traded diversified holding company in Russia and the CIS. The group has a diverse set of public and private companies, which it holds in several distinct portfolios (Sistema, 2014). In 2010, the bank radically changed its strategy. The development strategy of MTS-Bank provides for the creation by 2017 of a large universal bank on a federal scale with a developed and diversified retail network, an extensive and loyal customer base formed on the basis of product offers at day, modern IT platforms. and a precisely positioned brand (MTS-Bank, 2014). MTS-Bank has a unique retail business strategy based on collaboration with one of the largest telecommunications operators in the Russian Federation – the open joint stock company “Mobile TeleSystems” (MTS) (MTS is part of Sistema). According to the retail business strategy, it is expected to attract 60% of new customers (around 3 million new customers) through the mobile channel. This objective could be achieved through synergy between the bank and the telephone operator. To ensure the desired results, it is necessary to modernize mobile banking services. To analyze possible development paths for mobile banking, COBIT 5 Goals Cascade was used as a widely accepted business framework for IT governance and management (ISACA, 2014).3.
