Purpose of the article Understands the restrictions and capacity of the dominant CSR program. Newell was trying to raise awareness that the dominant CSR agenda is not ideal for everyone, not all businesses, and not all governments in developing countries. The ultimate solution would require the goodwill and participation of all three parties. “In particular, the role of a strong (although often unrecognized) State, an active and well-mobilized civil society and a private sector willing and able to respond to CSR priorities appear to be prerequisites for the success of CSR initiatives. » (Newell 2005: 556) Issues raised by Newell Neglected rights of poor communities The poorest people in developing states are not able to represent their own interests against corporations entering their communities. Governments generally do not recognize them as parties to negotiations. Sometimes they are represented by groups with different interests. These communities are often the most affected because they are located in resource-rich rural areas. The incentive for these large companies to expand into these states is that they generally have lax regulations and these states are in desperate need of investment from foreign companies. Companies recognize this situation and unfortunately the poorest people in these states are being exploited. (Newell 2005: 543) Poor Corporate Citizenship Corporations engage in cosmetic public relations to mislead the world into believing that they are benefiting local communities. These tactics generally do not make a positive contribution to communities in affected areas.
