In the United States, each branch of government has certain powers to control the other branches. For example, the president has the ability to veto laws passed by Congress, and Congress can override a presidential veto with a two-thirds vote of both houses. A system of “checks and balances” also exists in France where, as powerful as the president is, he has limits to his power. Having the right to appoint the Prime Minister, the French National Assembly has the right to revoke the appointment of the president if it deems him unfit. This usually happens when the president belongs to a different party than the majority party in the National Assembly. However, in Germany there is no real system of "checks and balances", other than the fact that no party has ever won a majority of seats in Parliament, forcing them to form coalitions with other parties and making compromises.
