Claims of the parties: The family was concerned about the safety and living conditions of the hospital. Additionally, they wanted him to be free from physical restraints and have a constitutional right to sufficient skill development programs offered within the institution. Problem: His constitutional rights must still be respected because basic human needs trump his mental health.
