Individual accountability is indeed important to develop a strong foundation in any agency. Michael Phibbs, a sergeant with the Richmond, Virginia Police Department, published an article in the FBI's Law Enforcement Bulletin titled Organizational Performance Analysis. Sergeant Phibbs provides insight into the effectiveness of police accountability and how holding police officers accountable for their actions improves the agency. Phibbs also said, “The foundation of this success is the level of employee engagement. Collectively, staff make a difference in life and death situations by expending their energy and effort to protect the safety of citizens every day” (Phibbs, 2011).
