When Eisenhower and Dulles took power in early 1953, the main concern in international politics was the spread of communism. Since 1901, the Anglo-Iranian Oil Company, owned primarily by the British government, had contributed to the extraction, refining and sale of Iranian oil. In the spring of 1951, Mohammad Mossadegh came to power. He was determined to expel the Anglo-Iranian Oil Company, nationalize the oil industry, and use the money it generated to develop Iran. In the spring of 1951, both houses of the Iranian parliament voted unanimously to nationalize the oil industry. The British government was outraged by this decision.
