INTRODUCTION1.1 BackgroundThe role of the Ministry of Public Works and its agencies such as the Public Works Department (PWD) in the construction sector, is undoubtedly vital in the aspects of development of infrastructure of Malaysia and it has a substantial role in ensuring that the country's infrastructure development is on the right track, in line with the demands and needs of the people. Indeed, the construction sector has supported the growth of the Malaysian economy and has been able to make a significant contribution to the gross domestic product (GDP), as outlined in the 10th Malaysia Plan and the National Transformation Agenda. According to the Prime Minister's message, every civil servant is the main agent of transformation between the people and the government. It is therefore a question of responsibility and trust for the employee to work to achieve the mandate. As civil servants and disability officers, the image and quality of government services that are accountable to the Ministry of Public Works directly depends on the organization's disability officers. As such, to ensure that the services provided are of high quality and meet customer expectations, agent performance must be addressed accordingly. In organizational behavior, agent performance is the fundamental value of the organization. This performance leads an organization on the path to success. Poor agent performance has many implications, ranging from reduced productivity, reduced service volumes, customer dissatisfaction and lack of service foresight, to diminished competitive advantage. Non-functioning agents are responsible for the organization in achieving goals and objectives. There are many causes of underperformance. Ojokuku (2007) explained that intrinsic motivation includes interesting work, challenge, recognition, responsibility, growth, achievement and self-realization. In other words, motivation comes from the pleasure an individual derives from the task itself or the feeling of satisfaction from completing a task. According to Ryan and Deci (2000), intrinsic motivation is defined as performing an activity for its inherent satisfaction rather than for some separable consequences. When intrinsically motivated, a person is driven to act for the pleasure or challenge of doing so rather than because of external products, pressures, or rewards. However, intrinsic motivation does not mean that a person will not seek rewards. It simply means that such external rewards are not enough to maintain a person's motivation..
