    IntroductionOn May 18, 2005, the King of Morocco Mohammed VI launched the National Human Development Initiative. This project was presented as a central part of his plan to improve the situation of the poor in the country and earned him the title "King of the Poor". It aims to reduce social exclusion, improve transparency and accountability of the decision-making and execution process at the local level with the aim of strengthening the exploitation of social and economic services by disadvantaged sections of society. The Initiative covers eradicating poverty in the countryside, reducing social inclusion in cities and improving governance mechanisms and institutional capacities. It is structured using a top-down approach in which local governments are expected to clarify their needs and priorities for basic infrastructure, economic opportunities and social services. This initiative has benefited from the support and partial financing of the World Bank since its creation. This article aims to examine some of the development projects that preceded the INDH, assess the progress made by the initiative, and show that the initiative was an example of proactive decision-making by the government that could have gone even playing a role in preventing the seeds of the Arab Spring from gaining momentum in Morocco despite the fact that the country's development is in a fairly similar state and sometimes even worse than that of other Arab countries.
