Governor Brown proposed a budget including $500 million for new prison facilities and $200 million for programs to help ex-offenders not re-offend. (Wilson, 2014) Prison reforms cost billions of dollars and California had a $40 billion deficit. They simply cannot afford the rehabilitation needs of parolees (Moore, 2009). Without properly providing the resources and programs these ex-offenders need upon release, they will return to where they started and risk committing crimes again only to end up in prison and continuing the cycle of prison overcrowding. Instead of creating more and more prisons to hold these offenders, they should focus that money on programs for parolees or people on probation, so they can work to turn their lives around and get justice. help needed for this.
