    In response to the Bologna process and taking measures to promote quality assurance, standards and guidelines for quality assurance in the European Higher Education Area (hereinafter -after ESG) were published in 2005. However, the permeation of ESG remains limited at the level of higher education establishments (HEIs); conflicts arose between the administration of establishments and local authorities on how to strengthen the institutional culture of quality; The GSS has not been updated to keep up with trends in the higher education system. To solve these problems, I propose to build a monetary policy under a European Union Commission that requires the quality assurance institution and agencies (subsequently QAA) to achieve the quality assurance ESGs to obtain certain resources financial; raise quality standards to a supranational level; analyze reforms and trends in higher education in recent years and identify standards and guidelines that can be applied. Background: Quality assurance is one of the important concerns of the Bologna process and has been raised awareness among European higher education stakeholders. The ESG contains standards and guidelines on internal and external quality assurance for higher education institutions and a peer review system for QAAs. It is also seen as a set of generic standards and objectives but not as an implementation guide. It aims to provide inspiration and resources to those interested in quality assurance in higher education. A common belief among European higher education stakeholders is that the culture of quality can contribute to strengthening mutual trust in HEIs; stimulate cooperation and competition within and between institutions; train skilled workers in a knowledge-based economy.
