These computer systems should have codes that only authorized computer scientists can decipher. The government should also ask these computer scientists to create other computer systems that will only be registered and sold to parents. Each parent who will purchase the system must be assigned a tracking number and asked to sign a contract in which the terms and conditions of the system must be explained. Parents who refuse to purchase a government computer system should restrict many young people's Internet access by checking their computer history or constantly reminding young people of the risks of unrestricted Internet access. Restrictions on Internet access will reduce the risk of young people being victims or perpetrators of harmful acts or effects. The Internet will also become a safer communication tool for these young people.
