One of the most vital policies to reduce the deficit of uninsured children was the National Children's Health Insurance Program. This program was successful in reducing the number of citizen children, but the number of immigrant children has increased since 1996. This increase was the result of federal restrictions that made immigrants ineligible and withdrew funding. Before the change, children of immigrants were insured under the same conditions as American citizens. The lack of affordable insurance means these children are less likely to receive preventative services and more likely to be seen in emergency rooms. Language barriers also make it difficult for immigrants to enroll in coverage or communicate with providers. This disparity can be eliminated through services provided by Medicaid, such as translation, English proficiency, and language services. Despite these challenges, a national study found that children born to immigrants show positive signs of mental health and health risks.
