But of course, there are insurance companies that refuse to treat those who have a pre-existing condition. The second stipulation requires states to expand the Medicaid program to all citizens whose income qualifies as a poverty level. This poses a dilemma in most states because there are many different levels of poverty. What may seem poor in Texas may not be the same kind of poverty in New York. Finally, the third major stipulation is that everyone who can afford insurance must take it out (Taylor 25). This is where many assert the need to have health insurance when they are not able to do so adequately.
