    This theory illustrates the true spirit of democracy. He defends the equality of all and maintains that all have the same capacity to govern. Liberal theory places much emphasis on the wisdom of the masses and treats their representatives only as their agents or messengers who not only respond to the masses but also act according to the dictates of the general public. According to him, the representatives of the people are their true representatives. Instead of using their own judgment, they must translate the judgment of their constituents into concrete policy proposals. Radical theory of representation: - Its main representatives are Jean-Jacques Rousseau (1712-78) and the New Left. This theory places the highest esteem on the wisdom of the people and goes so far as to denigrate representative government itself. According to him, the wisdom of the people is doomed to be diluted through the process of representation. Radical theory claims to be the most progressive because it places the greatest importance on the people, but it tends to exclude representation itself.
