Despite the meticulous planning of OPLAN 90-2, a number of external factors disrupted the overall timeline and sequence of events. The plan was to attack and seize the Omar Torrijos International Airport after the last commercial passenger flight was scheduled to arrive at 11 p.m. However, the arrival of flights was delayed by two hours. The plan was to give passengers enough time to collect their luggage and leave the airport before the assault. Weather conditions also became a problem for the departing forces. Soldiers traveling in convoy from Fort Ord to Travis Air Force Base battled heavy fog, coupled with Christmas traffic, making the 150-mile journey very difficult. Upon arrival at the base, not all of the planes were configured the same, which was not surprising since most of the planes had been pulled from different bases across the country on short notice. Equipment had to be repacked and the aircraft had to be reconfigured while changing flight manifests to accommodate all troops and equipment.
